Hon. David Kabanda Asserts Loyality To PLU Chairman -Gen Muhoozi Kainerugaba

Hon. David Kabanda’s statement is more than a message of gratitude,  it is a carefully framed political communication that signals loyalty, legitimacy, and internal positioning within the Patriotic League of Uganda (PLU).

1. Reinforcing Personal Loyalty to Gen. Muhoozi

By opening with “I extend my sincere appreciation to Afande CDF, Gen. Muhoozi Kainerugaba for the trust placed in me…,” Hon.Kabanda anchors his elevation directly to Gen. Muhoozi’s confidence in him.

This does three things:

  • It publicly affirms allegiance to the PLU’s central figure.

  • It neutralises speculation that his promotion was self-driven or faction-engineered.

  • It reinforces the perception that authority within PLU flows from the top.

The repeated acknowledgment  “I acknowledge and thank him for this recognition” doubles down on that loyalty message.

2. Legitimising His Rapid Rise

Hon. Kabanda highlights that he is “the only PLU leader to receive two promotions.” This is a significant line.

On one hand, it portrays him as uniquely trusted and tested. On the other, it subtly shows distinction above peers  which may explain why some supporters have reacted defensively.

By outlining his progression:

  • Spokesperson for Buganda

  • National Deputy Spokesperson

  • General Secretary

he constructs a narrative of structured growth rather than sudden elevation. This framing attempts to counter claims of favoritism by showing a ladder climbed step by step.

3. Positioning Within the Movement’s Power Structure

The office of General Secretary is operationally powerful. It typically oversees coordination, communication, and organisational discipline. By referring to PLU as “our revolutionary movement,” Hon. Kabanda aligns himself with its ideological identity, not merely its administrative structure.

The word “revolutionary” is politically loaded. It ties PLU to broader themes of generational change, transformation, and historical continuity within Uganda’s political landscape.

4. Strategic Messaging to Internal Critics

Given the visible debate among PLU supporters about his promotion, the tone of humility in the quote is strategic.

He avoids:

  • Claiming entitlement.

  • Engaging critics directly.

  • Asserting dominance.

Instead, he frames his rise as service-based and trust-based. “Grateful for the opportunities afforded to me” portrays him as a beneficiary of leadership confidence rather than a competitor for power.

5. Broader Political Significance

The statement also reflects a centralised leadership model within PLU. Promotions are portrayed as trust appointments from Gen. Muhoozi, reinforcing the movement’s personality-driven structure.

For us, the quote suggests:

  • Consolidation of loyal operatives.

  • Structured grooming of key political allies.

  • Internal hierarchy becoming clearer as PLU matures.

Conclusion

Hon. Kabanda’s message is not merely ceremonial. It functions as:

  • A declaration of loyalty.

  • A justification of his promotion.

  • A signal of internal standing.

  • A subtle assertion of earned legitimacy.

In a movement where perception and hierarchy matter deeply, the language of gratitude becomes a political instrument shaping both internal unity and public narrative.
